A little about government procurement in Ukraine

National enterprises announced more than 50-60 thousand procurements annually. The annual volume of public procurement is more than 15bil of Euros.
Taking into account the holding of Euro 2012 in Ukraine there is a growth market of national procurement relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of governments tender, to creation of competitive environment and to prevent corruption, the Government has introduced legislative mechanisms of regulation of tender process. Over the past five years, legislation and, accordingly, the rules in government tenders have changed a few times. The existing law of government tenders contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of national money.
Without looking at the specified equality of participants and the transparency of tender procedures, the Ukrainian realities are different from European and foreign suppliers rather difficult to independently enter in to the market of state procurement. Not the least role in this is the complexity and bureaucracy of the Ukrainian system of gov tenders. Often the potential supplier frightened the need for a vast variety of different inquiry and permitting documents (tax, bankruptcy, law enforcement, department of statistics and etc).
